Once Rouleau (who initially “seemed like a typical and fairly boring convert”) started posting his radical thoughts on Facebook back in June, he appeared on the RCMP’s radar. A month later, the RCMP  confiscated his passport (but couldn’t charge him with anything). That’s when the “outreach” really kicked in:

“But police met repeatedly with Mr. Rouleau, his family and the imam at the mosque he attended, trying to talk him down from his newfound obsession with Islamist extremism. “We wanted to avoid his turning to violence,” the [RCMP] superintendent said.”
