I’d forgotten that part: the movie’s fictional “government” thinks it needs to spend millions on a superduper helicopter to “create race riots in L.A.” (??)

When all they would’ve needed was a drunk career felon who wouldn’t stop for the cops.

PS: Contrary to civilian “wisdom,” Rodney King was not on PCP. That was all booze.
