City of Toronto spends $30,000 a year on cigarettes for the homeless

But I thought civil servants and do-gooders wanted to ban smoking everywhere?

Why then is the poor, helpless, Residentially-Challenged Community being enticed to smoke?

Is some kind of intentional, very slo-mo Jonestown-like suicide operation taking place right before our very eyes, paid for by our tax dollars and carried out by government agents?

And if so, how can we make it go faster…?
