Sunday afternoon time-wasting question for all you U.S. Con. lawyers/scholars

In the movie Independence Day, POTUS — a former Air Force fighter pilot — goes off to fight the aliens.

The VP is already dead (in that White House underground tunnel plane helicopter explosion — seems to be some confusion over this.)

So: who is in charge?

Has anyone whose seen the movie more times than I have but was actually paying attention to who died when (and not just yelling “WOOT!” every five minutes) know where the chain of command stands at the moment when POTUS climbs aboard his plane?

Who is left standing at that point? Speaker??

Is a President in combat still “capable of carrying out his duties”? Are there any other “duties” to “carry out” besides fighting the bad guys and being literal Commander in Chief, since Washington, DC is in ruins (insert joke)?

Related: in Air Force One, VP Glenn Close is legally running the show from the moment the President is taken hostage, correct? And doesn’t some guy try to relieve her of her authority and if so, is that just liberal Hollywood Al Haig in-joke B.S?
